Jazmine was born and raised to Philadelphia, Pennsylvania. Pam, Jazmine's mother was once a backing singer for Philadelphia International Records. Her father gave her a position as curator for the Historic Strawberry Mansion. She along with her family moved into the landmark. The year 2005 marks her Philadelphia High School for the Creative and Performing Arts graduate, she is a major in the field of vocal music. Sullivan was a contralto in the choir for children and later just a few years later she joined in the adults ' choir.
